How is it that there isn't mass-vaccination for anthrax? Here's a loaded question.....Does the govt. know something we don't (about a smallpox outbreak)?

Smallpox vaccination was known to work well (although who knows with a weaponized strain). In contrast, the current anthrax vaccines are said to have a high incidence of debilitating side effects. The incidence is anecdotally high enough that many in the military object to the vaccination. Some have risked court-martial.
