To live wherever he wants to? Your sidewalk? Your yard? Your home? Yes.
To sleep in a public monument? Not if the law disallows it. If you live in Solana Beach then you have a voice in local issues there, and your voice would have weight.
Frankly, I would expect the DNC and the Greens Party to be on the front lines with so-called "homeless rights" and "patients rights" and "victimhood class" causes. Rightly, we assign special status upon veterans, and confer whatever benefits are available, as a token of society's appreciation. No one is begrudging their honors and benefits. I'm just saying no one has a right to be ignored and left alone to die anywhere, especially in a public park, and especially a veteran.

He is not being ignored; he lives his life as he prefers to live it; and he has earned the right to do so.
You're right that if he wanted to live in my front yard, he would be welcome, but he would never do that.
If you have never talked to any of these men like him you won't understand - they just want to be left alone, to live or to die.
