The question of timing of the Pakistani coup is interesting. I think it is being delayed until US forces are committed in Afganistan. Carrier air power can then be at least partially negated by Pak F16's penetrating the screen close enough to drop a 10-15kt device.
This is just one option.

I think Hamas and Hizb ullah 'toyed' with this idea a few years back. The Israelis came up with some novel counter-measures that made these things fairly dangerous for the operators.
The Israelis have done a lot of creative stuff with radio frequency devices.
