Most bridges are not closed when they're being repaired. Maintence goes on all the time; resurfacing etc. Get real.

I am. Yeah, maintenance goes on all the time, but if you want to do the most damage, you'll bomb it during rush hour. Maintenance is typically scheduled around rush hour traffic for the safety of the workers. If there is major maintenace occuring, then part of the bridge would be shut down, and detours will already be set up and some or all of the traffice diverted around it. Not a good target if the intent is to cause disruption.
