How very sad...a non-school function, out of school hours, and kids suspended for having been there, or having had the misfortune of parking their car nearby, regardless of whether or not they had been drinking themselves.

Couldn't the local police have simply charged those present who were drinking (not just everyone who was there) with underage consumption? The school could then decide what action, if any, they would take after a conviction in a court of law.

Guilt by association and guilty until proven innocent...in other words, Napoleonic law...and we all know what a wonderful guy Napoleon was...
