Folks, and I am dead serious,
a cheap small 35mm pocket camera on your person is one of the most critical weapons in this war.
It's a shame that you didn't whip out one and snap a few photos of this guy.
Imagine if someone had been suspicious and taken a few photos of Mohammed Atta out at lunch or barhopping with a few pals who are still at large, possibly putting anthrax into envelopes, or working on the next 9-11?
I have an Olympus XA 35mm camera which fits into a shirt pocket. Since it is a wide angle only, and totally silent, I can hold it casually at my side, aim it in a general direction, and take photos at even close range without arousing suspicion.

Excellent! I'm glad you phoned it in. I didn't see the guy, but you are credible, and when you told me about it at O'Lunney's it seemed like something real. The only thing that doesn't compute is why this guy would know about it if it's a terrorist plan, but we'll let the FBI worry about that.
