Thanks for your calculations. It only confirms to me that the officer really believed the people in the car could have been terrorists. As we all know, an intense emotion (such as the reflex of self-defense present when one feels they are in immediate and present danger), creates adrenaline. Even if the vehicle/running speed estimates given are a little exaggerated (which is a possibility), the adrenaline rush the officer would have experienced in this situation, thereby enabling him to run faster, makes it more credible that he was genuinely worried.
