If there was no warning and Washington was nuked, who would have the authority or codes to launch a strike? Would anyone? Sorry if I confused you. Given that terrorism has reached our shores in a big way I have to assume that the administration has made provisions for a succession of leadership in the executive branch for a number of steps down the latter and made provisions for things like authority codes to launch a strike.
