No they, aren't. Arabs are Semites, but the bulk of the Afghanis are Aryan, I believe. They come from different racial stock. That's much different than tribal distinction.

No they are not Arabic, anymore than Persians or Indonesians are. From the CIA's world factbook, they are:

Ethnic groups: Pashtun 38%, Tajik 25%, Hazara 19%, minor ethnic groups (Aimaks, Turkmen, Baloch, and others) 12%, Uzbek 6%

Religions: Sunni Muslim 84%, Shi'a Muslim 15%, other 1%

No Arabs specifically mentioned.
