No, it would not have caused an accident flying at 100 feet (unless someone is driving around in a 101-foot high vehicle).

The idiots deciding to stare at him when they should be paying attention to traffic would have caused the accident.

You've obviously never driven on I-15 in Vegas during rush hour. It's a truly terrifying experience. You have a mix of retired oldsters peering over the steering wheel while going 40 mph in the fast lane; gawking, rubbernecking tourists in rental cars who's sole driving experience is driving the combine and tractor on the farm back home; gangbangers crusing the slow lane in their lowriders hoping somebody will piss them off; and aggressive, hyper-velocity local drivers, cursing and gesturing profanely while weaving through the mess at Warp 9, and tailgating like a tick on your butt when they can't. Add to the situation the fact that it's perfectly legal in Vegas to keep a loaded gun concealed in the car, which I've seen people brandish in traffic conflicts many times. I-15 an E-ticket ride on normal days, without a Blackhawk buzzing the freeway drawing everyone's attention upward away from the road.
