The lads, loyalist and republican, do their own dirty work and the Secretariat of London and Dublin officials who've controlled public safety since 1985 often turn a blind eye.
It's let us with a very sorry state of affairs - a bit like the Mafia in the USA or the movie version of the lawless Wild West.
