You can update from 98 to 2000. The draw back is that if for some reason you have to reinstall you'll need to put '98 on there first if you don't spend the extra and get the 'full' edition.

Not quite - if you have a Win2000 update package and re-install, all you have to do is pop in a Win98 CD in part of the install process - you don't have to fully install Win98 before re-installing 2000.

I guess the 64K dollar question is, does win2k have all the ties to microsoft XP does?, as far as media restrictions.
