Reminds me of what I was taught in Texas History. The Texas Legislature only meets once every two years (governer can call a special session). Reason is that when the state was set up, the thinking was that the highest good was to protect a man's life, liberty and property. The conclusion by the Congressional caucus was that no man's life, liberty or property were safe while a legislature was in session.
