Not necessarily. I'm thinking the major perp could have had all the envelopes sealed up and ready to mail. Remember all that driving with the rental car? Could have been delivering the letters and instructions to different cells he was in contact with.

My guess is that just handling the unopened envelope wouldn't NECESSARILY cause one to test positive with anthrax unless possibly the cutaneous kind.

Exactly, he simply delivered them to the person who would mail them...which explains the mail date which is after 9/11...wonder if the guys they picked to drop the envelopes even knew what they were mailing?
