If Israel would not hesitate to use its nukes, why do you think we would. It's hard to imagine what would precede such a doomsday scenario and therefore the states of mind. In a who-blinks-first contest I'd put my money on Bush to win. We are still geared up to handle a Soviet nuclear attack. I don't think Israel would be too big a problem. We'll just have to wait and see who does the falling into line.
