The FBI put local law enforcement agencies on alert? I didn't know the FBI had operational control over local law enforcement agencies.

I think they do, if it is considered a "national" emergency. But, I don't think this was an order - merely an advisory. I think most local law enforcement agencies are guided by their own Police Chiefs. During this situation, I don't think I would want to take this advisory as a joke, and get caught doing nothing to protect my citizens.
