The ship was undergoing sea trials after a retrofit. I believe they had it up to flank speed and threw the helm all the way over to make sure they ship had the proper dynamic stability. Sure makes for an impressive picture.

I recently watched a documentary of the initial sea trials for the carrier USS Roosevelt. They had video from the flight deck of the same manuever, as well as full reverse. What an amazing thing to see.
