Not directly no. They lead to laziness and dependency on the government. Family breakup, fatherless homes, ect are a result of poor upbringing.
So why is it immoral to blame US foreign policy for terrorist attacks, but OK to blame US immigration policy? I don't know if you personally are in the "shut the border" crowd, but that crowd is blaming US govt policy for terrorist attacks. They just blame a different one.
Why is it morally unacceptable to say that US govt action can lead indirectly to terrorist acts being committed here? Terrorists are responsible for terrorism, criminals are responsible for crime, but govt actions can lead to more of either. No American deserves to be a victim of terrorism any more than he deserves to be a victim of street crime, even if his govt does make the situation worse.

For instance, there is absolutely nothing wrong with us supporting Israel. They are the lone democracy in the region, and they are one of our few allies. What would be correct to blame our foreign policy would be for allowing Saddam to live. His @$$ should have died 6 years ago. That was and is a mistake. But NEVER should we turn a blind eye to all other regions of the world.
You say we should be more like Switzerland, well tell me where the hell the Swiz would be if we had never raised a finger for WWII? The Swiss are wussies.
