Do they truly believe that instilling fear alone is enough to control millions of people?

Amazingly enough, yes. At least historically.

I believe it was the final attempt at the assault on Vienna that the Caliph and several hundred thousand troops actually camped out for months assuming that numbers alone would intimidate the infidels and force a surrender.
The entire harem was there, of course as well as mind boggling luxuries.

When the Christian fighters finally arrived and charged out to face an army several times its size, the Macho Muslims couldn't ride away fast enough, and left a huge amount of supplies and weapons behind (plus the beheaded favorite concubine, who decided she didn't want to go back)

So, yeah. Posturing and bluster have always been tools of the Macho Muslim Mass Murderers.

Look at how the "Arab street" postured and blustered before we went into Afghanistan. It didn't take long for them to shut up. Completely. Now the bluster is starting again. "The USA better not attack Iraq or the Arabs will..."

The Arabs will what?

The Arabs will nothing. The only thing the Arabs can ever do is blind-side innocents with murderous surprise. They can't actually fight a war. They can't actually win a confrontation.

They can hit and run. Or hit and die. But they are not at all a power in the traditional sense.

It doesn't mean we should be complacent... because these thugs want WMDs and will probably get them. It does mean that we should show no fear, and that we should go out and proactively kill terrorists and their supporters deftly, efficiently and often.
