For a bulletin to be Safety Critical, which means it is published immediately, without union coordination, it must be: A subject matter that requires immediate implementation for safety of flight, e.g., emergency Airworthiness directives, special emphasis inspections, and responses to natural disasters, major accidents, national security or other catastrophic events.

Off the top of my head, I think it was a 747-200.
