In Canada we have a formal group called the "Privy Council" consisting of every former Member of Parliament and Senate. In practice, only a few members actively work through the Privy Council's office as advisors to current prime minsiter. The proposed presidential advisory council in the USA is similar to the Canadian Privy Council.
