Evil, is, essentially, taking upon oneself the sovereignty of God. Therefore God taking away life or allowing life to expire at the hands of another cannot be considered evil, for he gave it and it is his to take back. However, the instrument, i.e. the murderer, is still guilty because he is trying to do what should be left up to God.
However we all agree on one thing - we need to wage war. I do believe that God allows for the killing of other human beings in the defense of one's homeland, but does not like it. He hates divorce, but had allowed it because of the hardness of people's hearts - because sometimes the alternative, for two people where at least one is unwilling to change, is worse than divorce. Much the same way, he allows war, because the hardness of at least one of the parties hearts is not leaving room for more peaceful options.
See, that's a dodge I can't buy.
Justice is justice in this reality or any you can imagine. And wrong is wrong.
