They are obviously playing some psy war head games with us (that's what terrorists do). And, then again, they could be setting us up for the ultimate "boy who cried wolf" scenario. You keep calling in the fake bomb threats until nobody takes them seriously any more, and that's when you send in a real bomb and call in a real bomb threat, knowing that you won't be taken seriously this time, either.
