Chief Superintendent Avelino Razon said a plot called "Project Bojinka" was uncovered by Philippine police in 1995 after arresting terrorist Abdul Hakim Murad in a Manila apartment where he was plotting to assassinate visiting Pope John Paul II.

Good find, Wallaby! More evidence that this didn't catch the government unawares:
Two weeks ago the FBI was checking flight schools around the country, asking questions about any foreign nationals seeking pilot training.
One week ago they were raiding an internet provider in Richardson, TX with some 60-80 (depending on which news report) agents. There was a Middle Eastern connection there.
Of course, we all know that Terry Nichols spent time in the Philippines prior to the OKC bombing--but the Clinton admin chose to ignore that evidence. Had they followed the trails that Jayna Davis and Pat Briley pointed out, had they nabbed the rest of the bad guys in 1995, might Tuesday's terror have been avoided? I have this sinking feeling that it might well have.
