Place his statement in context. Recall when Reagan said the Soviet Union was "the evil empire" and "the focus of evil in the modern world"? He knew of much other evil he couldn't end, but he did end the USSR/Cold-War Era. Bush said of the terrorist attacks that in them, we saw evil. He said this early on. It is the evil he is going after; it is the total context here; it is NOT all world evil.
