Russia's Foreign Ministry on Thursday (8/30) condemned the appointment of Saudi terrorism suspect Osama bin Laden as the commander-in-chief of the armed forces of Afghanistan's ruling Taliban regime, the official RIA Novosti news agency reported. Russian media quoted Pakistan's Nation daily as saying that the Taliban had named bin Laden commander of their troops.

I don't know for sure, but it sure seems like it.
Why isn't this getting out on the general media?
Seems like this answers the common question of "Who do we declare war against?" in a nutshell.
You'd think the administration would be pushing this also.
