Would a libertarian USA have been involved overseas enough to draw this sort of hate from whoever did this? Someone steals to benefit themselves, they murder out of hate.

More sensibly, one can look to the Constitution for a proper response to terrorism
Congress shall have power to [...]grant letters of marque and reprisal,... Article 1, Section 8, United States Constitution

In other words, mobilize the bounty hunters or declare war.

We don't believe in initial use of force.  We do believe
in responding to someone else's initial use of force
and holding them responsible for their actions.
