So, Wood and Kerr are engaged in a conspiracy to deprive residents of Klamath of their civil rights. Did anyone think to sue these two guys for any one of a variety of things?

Kerr and Wood are likely backed by tax exempt foundations with money to burn. If they lose a lawsuit, no big deal. However, the farmers have to poney up the court costs on their own.

If you can manage to rope in at least one federal government employee in the conspiracy charge, and make it stick, the federales have to pay all your lawyer's fees as well as court costs.

It seems to me that it is not beyond belief that there has been a criminal conspiracy involving at least one government employee and several representatives or officers of several environmental groups. Could be some big bucks in it for a sharp lawyer. It's just like the tobacco suit.
