A bitter battle is brewing along California’s Central Coast as an Indigenous tribe pushes to create a protected ocean zone that could sharply limit fishing — sparking fears among local fishermen that their livelihoods are on the line.
The Santa Ynez Band of Chumash Indians has filed a proposal to create a new Marine Protected Area (MPA) stretching from Morro Rock to the local dog beach near Morro Bay

That will, hands down, be approved in California.
The Indians usually ban everyone from fishing except for no limits on the Indians. Then they kill off the population with overfishing.

I recall some years ago here in northern Wisconsin there was a conflict between sportsmen and resort owners and the local tribes. Police had to hold the white people back while the Indians went out and speared hundreds of pre-spawn female walleyes, only to bring them to the dock and dump them in the trash in front of everybody. As a result the bag limits on many lakes were one or none. It killed the sport fishing industry for years.
