If not tariffs then quotas....just like Reagan did with Japanese Cars and Motorcycles.
Country by country Trump can employ quotas as bargaining in new negotiations to achieve the current already negotiated tariff results, but the administration’s lawyers will have to be careful which statute(s) they chose for doing that.
