Allowing counties to secede would make state governments more responsive to political minorities.

While I like the idea, I believe it requires a 2/3 vote of the US Congress. So it will never happen. Hope I’m wrong.
Doing this would mean that VA and MD would never elect another Republican as Governor again.
I knew Montgomery County (Blacksburg/Va Tech), right in the middle of the invited Virginia counties, would not be on that list.

No longer let them go to DC and become part of the united States. That would be great too. Especially for WV as they are land locked and protected. Since Virginia seceded in 1861 can WV still reorganize some of the counties in V. based on the fact that WV for their own governor of V in order to create the new Union state of WV which Lincoln pretty much said yes.

Yes, Congressional approval is required if a county wants to join another state, as this process is considered forming a new state or part of a state and requires consent from both the affected states and Congress. This is because Article IV, Section 3 of the Constitution states that no new state can be formed from the territory of another without the consent of both the state legislatures and Congress.
State and Congressional approval: Both the legislature of the state the county is leaving and the legislature of the state it wants to join must approve the change. Congress must also give its consent for the new political entity to be formed or for the state boundary to be changed.
How it works: This is an extremely difficult process due to the high technical hurdles, including the need for approval from both states and Congress. State legislatures are unlikely to cede territory and its associated tax base and political power.
Examples: Some groups have attempted to initiate this process. For example, a movement called “Move Oregon’s Border” has proposed moving some Oregon counties to Idaho. For this to happen, voters in the affected counties would need to approve the measure, which would then require approval from the legislatures of both Oregon and Idaho, and finally, from Congress.
To be quite clear ... I live in WEST Virginia ... Shepherdstown is home to a little liberal-arts college ... and it shows. You're painting with too broad a brush. You have to drill down to the PRECINCT level to find any electoral "blue" in WEST Virginia. Shepherdstown is a little island of cyanotic democRAT blue in a sea of Republican Red.

Here is what the Constitution says about new states
New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
Notice there's technically nothing in there about parts of one state leaving and joining another state.
So have a vote in these Maryland counties and if and when it wins big then just do it already. Declare you are now part of West Virginia. Who is going to stop you? Trump can even do an executive order recognizing it.
But unfortunately Republicans would rather argue semantics than beat the Liberals.

Each county is required to have a vote to approve it. Then each state legislature has to approve it and then the US Congress - so it’s just talk.
