Some logic and rationality here. Hope to put it in place and hope that many agencies do not file budgets on time. Hope is pretty thin, though.
I did think of that but the method is different.
A woman in the Chicago area was stabbed, but not to death, a week ago. Before that, Tmthere was also a case in a mid-Atlantic state where a girl visited her brother at a fraternity, and stayed there. An Amish intruder forced the girl strip, but (to my knowledge) did not sexually assault her, but did shoot her to death.

Judges proving their worthlessness again and a gain.
Link the compensation of federal and state judges presiding over criminal courts to re-offending rates of those that appear before their court. Very simple stuff to fix if they wanted to. They obviously do not want to. They are not connected to the idea that they work for the people, not special interests around the globe with nefarious intent cash.
