Could see this, more as him failing to follow-up on designated disposal crew, that would be more in line with his scatter-brained squirrel-distracted shortcomings, which are patently obvious to me.

Look at his note-taking, it's not structured, no outline, no pattern whatsoever, handwriting is uneven and atrocious, and there are random, undisciplined margin notes, line-drawings and even doodling.
