I fled IL in Apr 2013. In 2022 IL forced my employer to withhold income tax for 2014, 2015. There was nothing I could do about it. The last day to appeal was the day they filed with my employer in 2022. My employer didn’t notify me until the next day which was too late to appeal.
This apparently happens to many who fled IL.
