Rep. Andy Biggs Calls for Repeal of Obamacare, Calls It ‘A Complete Failure’

Congressman Andy Biggs (R-AZ) is continuing his fight to repeal the Affordable Care Act (ACA), with the introduction of HR 114, which would “completely–and responsibly–repeal Obamacare.”

Biggs has been fighting for years to repeal the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, calling it “a disaster that never worked and only led to increased premiums across the country.”

One of the key issues underlying Biggs’ call for complete repeal of the ACA is that it has caused healthcare costs to skyrocket and is only affordable when it is heavily subsidized by the taxpayers.

In a post on Facebook earlier this week, Biggs noted that “Every single Republican campaigned on repealing Obamacare,” and added, “The GOP has no excuse to cave on this issue.”

Biggs had introduced HR 114 in January 2025, having previously introduced a similar repeal bill in the 118th Congress.

If his bill were to become law and the ACA were fully repealed, employers and their benefits advisors could see a return of medical underwriting in the fully insured small-group market.

Passage of HR 114 could also bring about the elimination of the federal rule banning annual or lifetime limits on coverage for essential health benefits and the federal rule requiring plans to keep children on their parents’ coverage up until age 26.

Biggs’ bill faces review by eight different committees, including the House Energy and Commerce Committee, the House Ways and Means Committee, the House Education and the Workforce Committee, the House Natural Resources Committee, the House Judiciary Committee, the House Administration Committee, the House Appropriations Committee and the House Rules Committee.

Critics of the ACA have long complained that Obamacare has not made their healthcare more affordable but instead has caused massive increases in premiums with those escalating costs being picked up by the taxpayers.

Republicans have taken considerable heat over the past 15 years for their failure to repeal Obamacare, even when having majorities in the House and Senate.

This is a potential landmine. Do not simply repeal Obamacare. Much of the public believes Obamacare works, (especially with the covid subsidies). Take something away from the public without a replacement and you’ll be punished in elections.

What would repeal Obamacare be? Complete transparency.

When people go out on the Obamacare market and buy Gold/Silver/Bronze plans, they are confronted with a single monthly premium. That premium consists of one component, which is the purchaser’s premium for their own care, and another component, which is the amount they pay to buy down or subsidize the premiums of others. Those two values are never broken out.

I suggest that Congress mandate that the insurance companies print out, in conspicuous locations, type font and size, the actual amount that is the insured’s cost of insurance, and the amount that is a subsidy to others’ insurance costs.

That will blow away the political support for Obamacare. The achievement that Obama had in getting this passed was the understanding that you had to obscure the amount of subsidy to fool people into supporting the concept. At that, it passed with the minimal number of votes, all Democrats. Show people how much they are paying to buy down the cost of others’ insurance, and this all goes away fast.

The uniparty will never, ever repeal KenyanKare. These scumbags did not repeal a thing in President Trump’s first term either when they could have.

BTW, the national debt has doubled since then.

Congress, 2015: “The ACA! Grrrr, give us the congress, we’ll repeal it! Oh the places we’ll go.”
We give them both houses. They fail to repeal the ACA. Democrats take the House back in 2018 and run wild....
McCain’s dead, no excuses now. Repeal the damned thing.

Wake up folks, it is just BS for Optics... Those guys up there are getting absolutely nothing substantial accomplished. Just like Trump’s first term... They are going to screw off two years and fix nothing at all but spend money. Nothing is going to get done, no one is going to get convicted. It is still do nothing business as usual...
