Senate Appropriations Committee Chair Susan Collins (R-Maine) sounded the alarm Friday over President Trump’s latest request to yank back congressionally approved funding, this time without Congress’s say-so, calling it an “attempt to undermine the law.”
Collins said the recent request sent to Speaker Mike Johnson (R-La.) on Thursday seeks to pull back $4.9 billion in funding for “a wide range of foreign aid programs.”
“Given that this package was sent to Congress very close to the end of the fiscal year when the funds are scheduled to expire, this is an apparent attempt to rescind appropriated funds without congressional approval,” Collins said in a statement.
She pointed to previous conclusions by the Government of Accountability Office that such attempts are “unlawful and not permitted by the Impoundment Control Act.”
“Article I of the Constitution makes clear that Congress has the responsibility for the power of the purse. Any effort to rescind appropriated funds without congressional approval is a clear violation of the law,” she said.
“Instead of this attempt to undermine the law, the appropriate way is to identify ways to reduce excessive spending through the bipartisan, annual appropriations process,” she added, noting Congress “approves rescissions regularly as part of this process.”

Trump sent the rescission to congress who has the authority to approve or reject it, what is she complaining about? She should get back to Washington and do her job.

Now she got her knickers in a knot because Trump is trying to claw back unwarranted giveaways that she claims required congressional approval.
Collins further confirms there is ONLY one political party in America and Trump ain’t a member.
The power of the purse relates to spending money, not saving it. As long as constitutional, congressionally mandated programs are implemented, it is all to the better if the executive branch can save money.
