Sen. Susan Collins condemns Trump’s bid to cut foreign aid using ‘pocket rescission’

Senate Appropriations Committee Chair Susan Collins (R-Maine) sounded the alarm Friday over President Trump’s latest request to yank back congressionally approved funding, this time without Congress’s say-so, calling it an “attempt to undermine the law.”

Collins said the recent request sent to Speaker Mike Johnson (R-La.) on Thursday seeks to pull back $4.9 billion in funding for “a wide range of foreign aid programs.”

“Given that this package was sent to Congress very close to the end of the fiscal year when the funds are scheduled to expire, this is an apparent attempt to rescind appropriated funds without congressional approval,” Collins said in a statement.

She pointed to previous conclusions by the Government of Accountability Office that such attempts are “unlawful and not permitted by the Impoundment Control Act.”

“Article I of the Constitution makes clear that Congress has the responsibility for the power of the purse. Any effort to rescind appropriated funds without congressional approval is a clear violation of the law,” she said.

“Instead of this attempt to undermine the law, the appropriate way is to identify ways to reduce excessive spending through the bipartisan, annual appropriations process,” she added, noting Congress “approves rescissions regularly as part of this process.”

“Against the law”?

When has Collins cared about that and the constitution?

She sounds like a D yet has Trump to thank - in part - for her lofty position.

When you’re approaching a point when you can service your obligations from your debt it may not be the right time to make a tax and spender the chair of the finance committee.

Why doesn’t this nutjob simply switch parties? She’s a dhimmicrap, through and through.
And, as far as solving this via the appropriations process and reducing allocations via the Congress? Those clowns have NEVER really cut ANY spending. They do, from time to time, trim a little off the requested increases. And, THAT they call a spending cut.

Yeah. Great. Let’s just ensure we have minority next year. She has to be on a tightrope for a win. So what if she’s not happy with this. Her constituents like her being down the middle. I like being in the majority. We HOPE we win North Carolina and Ohio next year. Now Iowa is open. We went from outstanding shape to hope it works out in the senate.

Trump sent the rescission to congress who has the authority to approve or reject it, what is she complaining about? She should get back to Washington and do her job.

The #1 person for Hollywood donations right now is Susan Collins.
She is being pressured to flip or leave congress.

Suzie Q said NOTHING when the autopen prez was GIVING away billions by forgiving student loans and a myriad of other giveaways WITHOUT congressional approval.

Now she got her knickers in a knot because Trump is trying to claw back unwarranted giveaways that she claims required congressional approval.

Collins further confirms there is ONLY one political party in America and Trump ain’t a member.

The power of the purse relates to spending money, not saving it. As long as constitutional, congressionally mandated programs are implemented, it is all to the better if the executive branch can save money.
