The core issue with crime is the behavior and choices of individuals

Starting with federal laws that killed 2 parent married black families and replaced them with unwed welfare mothers and their multiple anonymous sperm doners.

This cultural shift is now into at least the third and fourth generations with many blacks who have never had a mother, father, grandparent or other close relative
who has actually held a job and did not live on welfare in subsidized housing.

To change this destructive path the federal government would have to change welfare laws that encourage unmarried welfare mothers to have babies and penalize them if they get married.

How about if we reduced the number of black teenagers? Would that bring down crime?

There's lots of thing they could do that would actually have an effect on the crime rate. The left never wants to do any of them, but they always want to do the things that have the opposite effect. That's why crime is so out of control in the first place these days. Out of control black teenagers committing crimes is at the heart of this problem. But don't tell any liberals that, you'll instantly be called a racist Nazi.
