Virginia got their chunk when DC decided to get rid of the slave market as it was offending the foreign diplomats. This was well before the Civil War. If you think that was a good reason to give that piece of land back to Virginia, then you need to reevaluate your Christian values. Virginia did not “deserve” to maintain its slave market!
Most of the government buildings are in a central cluster. After many years of working to design a constitution for a proposed state of DC, this was finally accomplished a few years ago. The government core would be separate from the rest of the city which would be the new state. Virtually all the people in DC live outside the government core.
DC has a population larger than 3 states. Those 3 states have one voting Representative and 2 voting Senators each. That is a total of 10 votes in Congress. DC has one non-voting Representative and zero Senators. Thus DC has ZERO votes in Congress. Is that fair? I know of no other major country which has a capital that deprives it’s citizens of equal right of representation in their deliberating bodies. This is a travesty on the part of this country and should be fixed. Maryland does not want DC back, and DC does not want to be a part of Maryland. Those in DC who want to be part of Maryland have all moved to Prince Georges County or other Maryland counties.
I just checked Google for news about the curfew extending to “adults”. The only information there is for youths 17 and under. They must be indoors/home by 11 pm through 6 am.

If you were walking in DC in daytime it is not surprising you saw homeless people napping on benches. Most of the homeless Shelters are for overnight housing only unless a cold weather emergency is in force. The homeless are kicked out in the morning and let back in at night. I suspect the homeless that are forming tenting encampments prefer having their own roof over their heads where they can sleep in private.
An interesting side effect of this daily expulsion was that the homeless had less Covid because their Vitamin D levels were fairly high from sun exposure. A study in Turkey testing treatments in hospital for Covid found that in an experiment of around 240 people, not ONE had Sufficient blood Vitamin D. About half that group was Insufficient in D, and the rest were DEFICIENT. An early finding in the Covid pandemic was that dark skinned people were dying at a higher rate than white skinned people. Even though there were medical officials in the past two administration that knew scientifically that dark skinned people are more likely to be Vitamin D deficient, there has never been an official announcement that people should be taking supplemental Vitamin D if they are dark skinned, work indoors, and in the winter. I hope RFKJ will soon be putting out this information. I heard this week that there is an increase in Covid cases now. This happens at the end of summer because people have been staying out of the sun and heat to enjoy their AC and thus getting deficient in Vitamin D. RFKJ should be putting out this information soon before more unnecessary illness takes place.

Exactly. EVERY citizen whose home is in DC needs to leave. Or shrink the boundaries of DC to include only Fed facilities. No domiciles.

It's much safer for their personal safety to sleep on benches during the day with civilization to 'protect' them, than sleeping anywhere in D.C. after the sun goes down.
Trump needs to first tackle the issue of involuntary confinement. We have to be allowed to confine mentally ill homeless people to institutions and not let them check out and go back to the street. We also should force the drug addicts and alcoholic homeless into some type of institution to get treatment. Then you can harass the rest of them into getting jobs.
DC was a concept. Philadelphia or New York as the Federal City? There was a lot of thought in other cities and states about both prestige and power concentration...
So, Virginia calved up some land on the West side of the Potomac and Maryland on the East.
The “Federal City” was to occupy the foetid swamp.
The entire area was not needed, and Virginia got it’s pieces back (Alexandria and Arlington).
At this point, after all of the caterwauling about home rule and congressional representation....here we are.
Where we should be heading (IMHO) is to keep all the “Federal Zone” (federal buildings, the Mall, monuments, etc.). Keep it under Park Police, Capital Police, etc.)
Then cede the rest back to Maryland, as was done with Arlington and Alexandria.
DC, or whatever its new name might become, can have its metro police, Maryland State police, Maryland Senate and Congressional representation, Maryland courts, a Maryland prison system and a Maryland school system.
Several problems solved at once.
From Anacostia to Georgetown and all up to Chain Bridge (including K Street).
Nobody but federal employees should be living in DC and even in that case, the residency is transitory. Of course the POTUS and VPOTUS.
Assign the civilian residential areas to either Virginia or Maryland.
We won't need those silly DC license plates that read "taxation without representation" as they'd be getting either VA or MD plates.
I hope ‘far from the Capital’ also means far from the DC suburbs...

The majority of the people of DC are a perfect match for the majority of the people of Md.
If the people of DC want representation, merging with Md. from whence they came, is the perfect resolution.
That reddit thread was interesting, but a couple of the posts attributed the urban decay to the influence of "the welfare state" after WW2. Having lived through the entire period either in or near to DC, my recollection is that blacks were first allowed by law to apply for Civil Service (fedgov) jobs in 1948, which started an influx not for handouts, but for actual jobs and wages. During that period, poor blacks from the south in-filled DC and also Detroit, where the auto industry was offering good manufacturing jobs.
Realtors at first "red-lined" DC's neighborhoods so that blacks would be sent entirely to the working-class Northeast and Southeast, and whites to upscale Northwest DC (there were at the time few residents in tiny Southwest DC, site of large government buildings). The white working class were pushed out so that newly-employed blacks could buy or rent houses. This was very hard on those whites with the least ability to mount a legal resistance and the most to lose socially: their DC service-sector jobs, traditional multi-generational neighbor networks, their churches and graveyards.
But what really turned the District into a nightmare, racially, were the 1968 riots that happened just bordering Capitol Hill sparked by the assassination of Martin Luther King Jr. By this time, the early strivers for government jobs had either performed well and stabilized, or flamed out and spiraled. “White flight” from real estate abuse in the formerly mostly white “sleepy southern town” had rendered DC two-thirds black within approximately a decade. And the Kennedys and LBJ had instituted the push for coddling and subsidizing a growing underclass of second-generation DC blacks, who were fed in the late 60s not just by the legitimate, aspirational Civil Rights movement but also by resentful extremism and marxist-fueled Black Panther activism. An excellent book chronicling the marginally employed DC black males of this period is Tally's Corner: A Study of Negro Streetcorner Men (1967), by the late anthropologist Elliot Liebow, a personal acquaintance.
After King's assassination resulted in the Riots of 1968 (Wikipedia's sanitized version), the upper parts of 14th Street NW, a primary north-south thoroughfare informally serving as a Main Street of black Northeast as it abutted white Northwest, were burned out and trashed—and the area was never fully restored until decades later.
So while the immediate post-WW2 fedgov offered jobs and opportunities to willing black workers on the one hand, pressures from the left to RUSH full integration of formerly oppressed, agricultural-based southern blacks into a city of high-achieving, protocol-conscious, European-descended whites aware of their unique functions in a world capital (even the waiters, cab drivers and barbers knew how to behave around strangers seeking their services who may have been diplomats or family of high government officials), hurrying up a revolution never works out the way marxists plan.
There were no homeless encampments on the streets of DC until the Obama admin, or possibly the end of Dubya's. Welfare encourages more of itself, and of continuously lowering standards of acceptable public behavior. And here we are.
Recovery boot camp. Shaved head, dewormed, deloused, withdrawal, lukewarm showers, followed by hard work, plain food, church attendance, 12-Step group therapy, atonement programs (community service, etc).
Constitutionally, D.C. is limited to a district to contain the location of the federal gov’t, nothing more.
Let’s get back to the Constitution.
Also, constitutionally, Civil Rights is pointed directly at the feds to not abridge individuals’ right to their lives, liberties, and free pursuits.
The “Civil Rights Movement” turned the Constitution on its head instead unconstitutionally empowering the feds to persecute individual “discrimination” (AKA free choice).
NUKE THE UNCONSTITUTIONAL 1964 CIVL RIGHTS ACT!!!
That would finish off Maryland. Unless concurrently the red parts of Maryland (the Western counties and the Eastern Shore peninsula) are spun off to West Virginia and Delaware, respectively, improving both of those states and leaving the B-W corridor to stew in its own self-created misery.
I certainly agree that it has gone too far with regard to housing, where communities are now compelled to have low-income housing (i.e. thief dormitories) smack in the middle of upscale areas people have worked hard to create and earn the deeds for. It affected the even black professionals in our HOA (another lunacy), when the county gerrymandered the new school nearby so that their church-going, “clean and articulate” children would be thrown in with the ghetto kids they had worked hard to get away from. Within months, the school had metal detectors and a conduct officer.
A lot of truth to that old saying, “You can't legislate morality.” Or, in the words of the songwriter, ”I can't make you love me, if you don't...”
