What Bondi is not recognizing at this point is that the the individuals who are getting young boys to commit crimes because the kids will get easy treatment from the courts are committing RICO violations.
The first element to a RICO charge is the establishment of an “organization. It doesn’t have to be a formal organization. An “association in fact” meets that element of the crime.
It’s not as difficult to establish that element as some might think. The other three elements are easy to prove. It’s similar to what took down the various Mafia families in NYC.
Bowser would probably welcome it - it would absolve her of any responsibility and she could criticize from the sidelines.
