Of course it does because it is a state, a country.
If it’s not a country, the only other possibility is it’s a US holding, a Japanese island surrendered in the San Francisco Peace Treaty in 1951 which the US still retains authority over.

I liked that idea, but it just wasn’t ever true, or if it was it expired with the passage of time.
Taiwan was part of Japan and was surrendered after their defeat in WWII
Really has nothing to do with China except the Chinese government was able to escape there when they lost to the communists.
They became a minority one party dictatorship that ruled over the Taiwanese, who’d left China centuries ago, analogous to Europeans going the US.
Taiwan is a country and we should recognize it.
