H1b and school visas are largely a scam but if a company needs some special workers the federal government can charge them some money for the visas (around 50-100 k a year per visa)
If the workers are that great they will pay the fee

You have to read the statute to realize just how much of a scam it is: even if the gov proves the company fraudulently obtained an H1B visa, the visa cannot be revoked.

I read about a company in Dallas that got nailed for fraudulent H1B visas: the fine was $20K per offence, less than what they got paid for obtaining each fraudulent visa.

The whole statute was written by tech company lawyers and handed to some bribed Congressional factotum to submit as a "bill."
