Until the words in the constitution get changed, congressional seats will continue to get apportioned based upon a state's total population, not just its number of citizens. Actually counting the numbers of citizens vs. non-citizens is the first step to increase awareness of how far out of step the present system is. CJ Roberts wanted people kept ignorant of the disparity, which is why he ruled Trump couldn't count citizens in the last census. It will require an act of Congress to achieve this. It may pass the House, but the Senate is always the problem.
