IMO every single damn citizen of Red China who's in an advanced, civilized country is a spy of some sort. Economic...political...military. Not all of them are willing spies. Some may be approached by a Chinese official who says “congratulations on being accepted to study at Cal Tech. While you're there we want you to spy for the People's Republic”. The person replies “well,I just want to study there”. And the official's response would be “Comrade,we know were your grandmother lives”. And that's all it would take.

Yes its by law they have to act as a MSS asset.
Trump needs to suspend all Chinese visas for at least one year or as long it takes them to understand such espionage won’t be tolerated.
