Just a reminder - this tax is in addition to the regular taxes that foreign businesses pay on Canadian income. Foreign banks are also hit with additional taxes.

The only thing that matters:
Canadian oil production 2024 = 5.9 million barrels/day
Canadian oil consumption 2024 = 2.33 million bpd
The rest goes to the US.
How can this be if the US is energy independent? It’s a complicated combination of diluent and the difference between crude and “all liquids”.
Short answer, the US sends light diesel-poor oil to Canada to dilute their thick, heavy, diesel rich oil that then goes south.
And yes, that means the definition of “crude” has been tweaked, starting about 2015 when fracking increased flow of light thin diesel poor “oil”.
