I’m not sure where he gets this. There is ample precedent for Presidents conducting short duration, limited scope combat operations. Boxer Rebellion, Haiti numerous times, Dominican Republic numerous times. Iran 1987, Panama 1989, Lebanon 1983, Grenada, etc. Those are the ones off the top of my head.
