I doubt very much that a State Governor can pardon an illegal who has violated Federal law.
Trump needs to declare a national emergency and assume the awesome and far-reaching responsibilities that implies, and make examples of these people who are clearly acting against the interests of national security.
They should then become wards of the State of Washington and not one penny of U.S. taxpayer dollars be spent on Washington State Illegal Aliens.

They can still be detained by Feds and deported . No pardon for that. As long as they’re out of here, who cares.
And if Washington prison guards or some judge wants to let them out the back door, they can be arrested like the Milwaukee judge.
