Sounds like a criminal enterprise being run by LA officials. They’ve probably got investments in solar companies, and send their homies out to steal the copper.

Had a relative that got electrocuted trying to steal copper from power lines located in the wilderness. Talked with a rep from a utility company who indicated that was a common problem.
