Passing students, instead of holding them back to repeat a grade seems to be a nationwide policy. Not just this school.
Yes, the school system is responsible. However, I hold the parents ultimately responsible for their own child. They probably would have thrown a fit if she was forced to repeat a grade.

Didn’t Trump discuss the idea of a proficiency test of sort given to students before being able to graduate HS? Or was it Vivek?

But bear in mind that Education is not a federal govt constitutional duty, that is why there has been talk of dismantling the US DOE. Education is not a US Constitutional civil right, hence you cannot be deprived of it. It may be a state right, but that can differ from state to state.

I don't know. I thought they were optional. There are plenty of smart people who would rather do something besides go to college.

There are cities where everyone knows what’s going on, and no one cares. In Connecticut, it’s Hartford, Waterbury, and Bridgeport. People say to themselves, well, that’s where all those no good people live, although there are many in these cities who could be helped.

At least culturally, and morally, to deprive a child of a basic education deprives the nation.

Pretty easy if you are white kid you have to know the material, or you are FAILED!
If you are a minority, you are “special” and have special needs.
Minorities wonder why they are discriminated against?
Perhaps it is because someone didn’t bother to
educate them out of fear for being truthful with them.
You need another year to grow up and learn so repeat
the class.
