Affirmatively Furthering Fair Housing (AFFH) encourages the development of multi-family housing units in certain areas as part of its broader goal to reduce housing segregation and promote equal access to housing.

While AFFH does not mandate the construction of multi-family housing, it requires jurisdictions receiving federal housing funds to actively address barriers to fair housing. This often includes zoning reforms, which may lead to:

Increased multi-family housing development in historically exclusive areas.
Rezoning efforts to allow for higher-density housing.
Affordable housing initiatives to expand options for lower-income families.
The policy aims to counteract exclusionary zoning laws that have historically limited multi-family housing, which disproportionately affects lower-income and minority households. However, the actual implementation depends on local and state governments’ responses to AFFH guidance.
