Those who are rich are going to pay more, because they are buying more, and also, more expensive items.
And the poor will be paying less because they are buying less items and less expensive items.

A few decades ago this was proposed. I remember one item was if you buy a new car, there was a tax. Buy a used car, then no tax.

The poor don’t pay federal income tax. Do some research. The rich pay the overwhelming % of all US income tax.
